Art shopping option in Hong Kong
There are a few options for you to consider :
If you want the really cheesy touristic knock-offs that look Chinese for very cheap, consider either Ladies' Market in Mongkok, the nearby Temple Street night market, or Cat street (Upper Lascar Row). Bargain hard, the official price is ~180HK$ for one of those long scrolls, but should be able to bring them down to ~50HK$.
If you want slightly nicer options, you can consider the museum shops. The HK Museum of Art has a very wide variety of options ranging from ~150HK$ for Chinese art without a frame to tens of thousands if not more for original art. HK Heritage Museum has a bit more.

If you want something more upmarket, SOHO area has a good range of galleries and the nearby Hollywood street is filled with Chinese art and antique shops.
